Proposed Anti-Terrorism Traffic Regulation Order – York City Centre

It is proposed to introduce an Anti-Terrorism Traffic Regulation Order (ATTRO) for York City centre, to cover the extent shown in the enclosed map. 

The proposal has been brought forward following a recommendation from North Yorkshire Police to help keep people safe from the threat of terrorism.  The proposed ATTRO would allow the Police, working with the council, to restrict access, parking and loading activities within the proposed area and put protective security measures in place to reduce the risk or possible impact of terrorist attacks on or near a road.

A permanent ATTRO allows the council to react immediately to a recommendation from the Police, rather than waiting for a temporary order to be processed.  The ATTRO will be dormant for most of the time and only activated, once recommended by the Police, when intelligence or events require the risk of a terrorist attack to be mitigated by restricting access to an area.

Notice is hereby given that City of York Council, in exercise of powers under Sections 1, 2, 4 and 92 and by virtue of Sections 22C and 22D of the Road Traffic Regulation Act 1984 ("the Act"), and Part IV of Schedule 9 to the Act, and all other enabling powers and after consultation with the Chief Officer of Police for North Yorkshire in accordance with Part III of Schedule 9 of the Act, proposes to make the above-mentioned Order.

The Order will only be commenced, suspended or revived and only to the extent necessary, for the following purposes:

· Avoiding, or reducing the likelihood of, damage connected with terrorism;

· Preventing or reducing damage connected with terrorism

When the Order is activated it will have the effect of preventing the passage of vehicles and/or pedestrians from proceeding, waiting and loading in the above-named roads to the extent and for as long as is necessary to deal with a specific threat, security assessment or specified intelligence that there is a threat of danger or damage due to terrorism.

A copy of the draft Order, Statement of Reasons for making it and relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours.  Objections or other representations specifying reasons for the objection or representation should be sent to me in writing to arrive no later than 13^th May 2026.
